Check value of Agent variable /AgentSetup/AgentTuning/userPriority
If set to high, reset it to 10

We already did the above two but it did not fixed the issue whereas
We remove the streamcache directory under log folder and then started the agent so far it worked fine .
I could not understand the concept/background behind it but practically removing the content inside streamcache worked.
Apply the patch 10.7.00.02 over the PA 10.7 to resolve the issue.
I was facing the same issue, once patch was applied agent was working fine.
