Why not change status to "Pending approval" when record is submitted for approval - this way they can simply run report . or list view?

Are you saying that in the details section of the record that needs approved, when you click on the Queue that is assigned to approve, you receive an error that they cannot see the staff that are within that queue?
I have tried this in my org with the OOTB ServiceDesk Staff profile and I have the ability to view the users within the queue, can you provide a screenshot of what you are trying to do as well as what you are seeing?

Currently not possible without opening to many permissions.
I have to dive deeper in this to see if we can overide the link. Probably we can with Visualforce, so if page x open, redirect to a custom VF page with the members.
Why not list individual members? Advantage they can also reply via email I mean approve or reject
