Here you go - need to put validation rule on Incident Object
ISBLANK( BMCServiceDesk__FKOpenBy__c ) &&
( BMCServiceDesk__state__c = false ||BMCServiceDesk__Status_ID__c="RESOLVED")&&
I'm receiving following error when attempting to create rule, please advise and thank you for assistance. I appreciate the help.
Error: Field BMCServiceDesk__FKOpenBy__c does not exist. Check spelling.

I was receiving the error does not exist error because I was in validation rule form for users not the one tasks.
