Has anyone used Invoke-WebRequest or System.Net.WebClient to download ADDMPROXY file

I have a constraint where I cannot use a Web Browser on the Server that I am going to place the WinProxy Service.  The Server is also in an area where I cannot access it via Storage Shares.  I have requested WinSCP be installed but, it may be a few days for that to happen.  I would really like to try, if possible, the PowerShell Invoke-WebRequest or New-Object System.Net.WebClient).DownloadFile.  I have tried these two options, with no success:

      Invoke-webrequest "https://addmappliance/ui/SetupDownloadSlaveInstall?type=proxy" -outfile "addmproxy.exe"

      New-Object System.Net.WebClient).DownloadFile("https://addmappliance/ui/SetupDownloadSlaveInstall?type=proxy","addmproxy.exe")

Any help or direction, would be most appreciated.
