What kind of attachments and where are you trying to put them?
While spoon (Atrium Integrator) is pretty powerful, it is really designed for ETL activities in which you are going to bring in data, normalize / parse it, and stick it into CMDB or an AR Form.

You didn't answer my 2nd part of the question. Are you just wanting to put the attachments in Remedy or are you going to parse the information in the CSV and put the data from the attachment somewhere like the CMDB?
You might want to start here:
yes we may parse data in other fields that we import data for, but there will be no parsing for attachments, attachments will be loaded directly. we want to load the entire CSV file as an attachment for a record / row in the remedy form.
In that case, I'm not aware of a supported method in Pentaho (AI) to do that.

Confirmed with BMC, there are no steps available in spoon client to import attachments into Remedy.
Using spoon, you can upload binary files and ARupsert step.
var file = new Packages.java.io.File(fullfilename);
var filecontent = Packages.java.nio.file.Files.readAllBytes(file.toPath());
define filecontent as Type Binary in the "Fields" table at the bottom.
in the ARupsert map it to your attachment Fields (Binary and Filename)
