This issue occurs when AR system takes already used SLM ID for new SVTs. You can follow below steps to fix this issue:
-Note the maximum SLMID that exists by sorting on "ID" on the SLM Console->Service Target tab.
- Open SLM:ConfigPreferences form
- Change "Start Service Target ID From"(under SLM Workflow section) to any number greater than max ID noted.
