Workload are based on process performance & utilization, which is only collected by the BPA/TSCO agents.
There used to be an option to remotelly collect this info in windows, but not sure if this is still valid.

the GUI to create the Workloads is the "Analyze"

We do use the analyze product which is only accessible(as far as I know) inside of the BPA console for the vm’s we have and agent installed on. We also use the Gateway etl which pulls data from the BPA only for the vm’s we have an agent installed on.
