No, this is not something you can change, the SQL format is not configurable. Having said that, which version of Remedy are you using? I think this is something that changed in v9 and we now use parameterized queries.
we have the 8.1 version I guess. It is horrible how it is using the databases. No optimization / tuning possible
The queries generated by Remedy are dynamic based on user qualifications.
The queries cannot be changed but db fine tuning can be done by adding
proper Indexes, using proper qualifications.

You will need to identify the most frequently used fields and then add indexes at the database. When I say query is generated dynamically it means how the user wants to fetch the data from Remedy.
Some one might user RequestID. Some might use summary, Some might use status field and like wise...
So identify what all fields the users use to perform search and then add indexes at database. You can ask your DBA to get execution plan and identify the fields that are utilizing cost.
