In my own command-line tests on our 11.1 appliance, ftp does nothing. it just hangs.
sftp is working for me, however.
What is your version of Discovery?

Does your ftp server actually allow things to be put in the root ftp directory? Do you have to change directory?
Have you checked the logs on the ftp server?
