Some days ago when requesting a sanbox I got the message that my request was pending. When I checked back, today I didn't see any pending request anymore.
So, I tried to request again. Now the request button seems to refresh the screen but nothing happens. The fields are still completed, but nothing happens.
I requested the Sandbox access but the provided access IS URL link is unreachable. Can you advise how to get the issue resolved. The URL link I have is: https://developer1291.innovate.bmc.com:443/com.bmc.arsys.rx.innovationstudio/index.html
You Instance working. when you are inside BMC network you will need to add following entry in your host file (there is temp DNS issues)
I'm getting authentication failed as well, with both the developer and the admin account.
Can you try to reset the password in the developer portal? And using as special character only ! as a test. So uppercase/lowercase/numbers and !.
I hard code the ip address (as I don’t have permission to change the hosts file in my laptop)
in the url link but still get 404 error when it try redirect to another web
page. Any advice?

Can you please ping me over Lync , i can work with you to modify host file.
Try there steps and let me know if you are successful:
1. open your text editor as Admin
2. open and edit file in editor opened as admin.
Please refresh your developer page now and submit the request only once. This should go in pending state and create a new instance for you.
