I know how it is painful to manage users in Smart Reporting, there are couple of ways to restrict the reports to users.
You can create the report and make it private and then assign to users or group of user. you can create a group and assign users and then assign that group to report to have the access, under private report security.
thanks for your reply. Is there any way to add users more automatted to user groups. e.g. based on filter criteria that apply to the ITSM people data?
At the moment, I need to add many hundred people by name search to the groups.
Interesting: There is a ootb group in Smart IT called CMDB User. The members, added to this group have been added by the system. I just don't understand how.

please have look on the two Smart Reporting Spoon Jobs UserSyncUtil_Job and UserSyncUtil_MSP_Job. You can use this as a foundation to create a daily sync job to add people to a group.
