Sorry to bring this question again on this thread.
I would really like to know if there is any solution for this problem.
Our C:\users has more than 50,000 temp profiles created and they cause all sorts issues, GPO failures, profile corruption, management issues..

what version of the rscd are you using ?
are they being created now or they were created a while ago and still sitting around ?
agent logs from when this happens maybe ?

Here's something that might help - We had an issue that sounds a lot like this (with BSA 8.6) and eventually tracked it down to our GPO settings. Policy didn't allow "Logon as a batch job" but the agent grants itself this privilege and the BladelogicRSCD user was getting recreated over and over again during GPO updates because of the conflict between policy and the agent. The details showed up in the Windows logs. The problem went away once we fixed policy and got "Logon as a batch job" added.
Thank you for the details, looks like the same behavior in our landscape., however we had redeployed the whole setup and had made the changes as suggested.
