I have the same problem when installing SP1:
- Installed AR System
- Installed Atrium Core
- Installed ITSM
- Installed SRM
- Error when installing SLM - Checked license on Administration console and everything is fine.

KA392425 was really helpfull to detrime if i have active licenses and which confirmed that I have active licenses.
KA395603 did it, so Sergey if you have your server on LB you should change in ar.cfg Server-Name to server on which you are doing the upgrade.
Are you using a trial license?
Is mac address of the VM on which ARS is running changed since you applied the licenses?
Is this a fresh install or Accelerated upgrade?
the problem was that in the ar.cfg file the Server-Name attribute was the name of the LB as Dino suggested. After changing it - i was able to install the upgrade.
