We have seen this issue before and was caused by an issue with one or more of the Services on the target being in a problem state and throwing an error about an MUI file.
The FontCache service is one we have seen the issue with in the past.
Can you RDP to one of the servers in question and pull up the list of Windows Services? If Fontcache is on there, can you right-click it and select properties?
If FontCache works ok, to find out the problem service, follow below steps:
1. RDP to the target server
2. Open services window (services.msc)
3. Start from the beginning of the list, look for service description messages with errors like:
<Failed to Read Description....>
4. Select that service, right-click and select properties. You will get an error message like: "The resource loader failed to find MUI".
Once this problem service is fixed, the issue should be resolved in BSA.

If so, then the problem was caused by MS update KB3045171
Per the "Known issues" part of that KB Article, the solution is to install update KB971512 (Non Security Patch MSWU-411)
When you open FontCache service in the Services MMC, you may receive an error message that resembles the following:
Configuration Manager: A general error occurred
The resource loader failed to find MUI file
To resolve this problem, install update 971512.
Yeah that's what I found while I was digging waiting for your answer. Looks like we're deploying a HotFix during patching this month. Thanks again.
