but i ran your xml config w/ the 8.8 offline downloader in house w/ no issue.
root can write to /tmp right ? just not execute anything from it ?
can you try running the downloader on debug ? in the log4j.properties in the downloader change the rootLogger to DEBUG
The issue is definitely that something is being executed from within /tmp. We remounted it without the noexec flag, kicked it off and everything downloaded just fine.
