Authorization profile or ACL template.

And also,In order to have authorizations on a server, an account that matches the BMC BladeLogic user name must exist on that server?
-> no, the role is mapped to a local account on the server, or it can use a domain account to communicate w/ the server if the target is in a domain. the name of the bsa account does not need to exist on the target.

what does "will automatically apply to multiple system objects?" mean ? automatically apply when ? on creation? on movement to a group? on something else ?
May be in general, it may be while creation or movement of a group.

there's nothing in bsa that applies acls based on 'movement of a group'.
Maybe, you can set a server property, that states the server owner at that time.
You can Automate the application of permissions periodically based on that Property.
Also Check the ACL Policies...
