So when you right click and select publish patch group it throws this error? Or are you trying to check the error on a failed patch group you are not able to view it?
If it is the former it should be a defect..
If its the later it probably an RFE, because someone with the admin privilege already viewed the error, you could probable request for the error to be displayed till the patch group is successfully published..
Eitherways you should be able to determine if the patch group was published by browsing out the Tx or looking at the patch manager logs..
The date/time published should be there. You should also be able to verify if the new patches were published under:

Am getting this error after right click and Publish the patch group.
Date and time of the patch group showed the exact time when i published the patch group.
So is the error message only for Ref?

Is this happening for all patch groups? I would check to see if the new patches got added to the Tx.. If they are not then its something wrong with the publish operation... check the following:
1. Patch Manager & WPS logs -- for errors downloading the patches or publishing them to the tx.
2. Check the patch manager configuration and ensure that you have the Master Tx hostname in the repository configuration. (It should not point to a Loadbalancer or Mirror or Repeater)
3. Check the Patch manager & WPS tuners for Proxy configuration.
The patch groups would get published irrespective of whether there is a failure or not, so checking the publish date is not the best way to determine if the patch group got published successfully.
