Would you please share the license release timeout in midtier configuration? This is always complex for me to understand license release even though many times Experts and Gurus shed light on this topic.
We have it configured for 60 seconds. It has now been 2 hours and 10 mins and still haven't been able to get a floating token. Still says it is taken. When you run the license report, it says 0,1 float license token at 1:10 right after I logged out. Something not releasing.
To test that, set homepage to 'Home Page' in user preference form and check the behavior.
That was resolved in 9.0. Also no one is logged onto this server, when the user first logs in it says float (read) it isn't even getting the one and only floating token we have configured. Who is taking that floating token if no one logged in but that user?
When we first did the test the user logged in and grabbed the floating token. As soon as we logged out, and tried to log back in with that user or another user, the user will log in with Float (read) we can't get the license token to free.
We also released the user the token still doesn't fee. Been 3 hours now and token still taken up.
I am not sure about this (overview console behaviour) is fixed in 9.0. If that is the case then I'll raise this to BMC. Can you please enable user log and check if get any hint?
One customer has reported the floating license release issue where even
after having enough sufficient floating licenses (AR User Floating and
application floating) still the users were not able to modify the records.
Kindly implement the latest hotfix : SR_9000_2015NOV19_CU_ALL.zip.
As few license defects are been covered.

Was hotfix SR_9000_2015NOV19_CU_ALL.zip included in ARS 9.1?

ARS 9.1 had the similar issue, its been fixed in latest hotfix SR_ARS_9.1_HF_20160401_CU_ALL.zip still this one does have issue with Chrome browser, does not release the license right away if you properly logout. But it release the write token once floating license timeout meets.
We have the same issue with Remedy 9.0.01...the floating licenses are not released after the users log off properly...
Case opened to BMC to get the hotfix if available.
Answer from BMC:
SW00509934 - Floating License users getting read only license when floating license is available. Follow up fix made on 05/27, 06/15. Defensive fix made on 07/08.
SW00503827 - Floating license is not getting released for inactive users after configured license timeout hours.

I already got this HF and applying tonight on production with my finger crossed. I have not seen such a poor support on such issues what i have seen with v9.x. I have applied more then 10 HF for this issue so far.
Any luck with this hotfix? We've been experiencing a similar issue.
Here is the update, I have never been disappointed with BMC CE team. It seems BMC CE has incompetent developers working on the issue.
It is big failure again.
