It's in the 'out of the box' mrl file, <cell>/kb/bin/im_operations.mrl
mc_owner gets set when someone takes ownership of a event.
What about manually Incident creation, without event assignment action?

I think you should add that in the 'Create Incident Ticket' mrl rule instead. We have created a custom mrl for this.
But you could just modify the ibrsd_bem_actions.mrl and add :
$EV.mc_owner = $REQUESTOR;
and then map it in the Defaultmapping.map file.
Just for reference, this is how the "IF" logic looks like in the mapping file:
$if (slot.mc_owner == "")
