One way this could be approached is with a custom property & include list smartgroups
1. Create a new custom property for Depot Objects to hold your custom rating. Either as a string or "string enumeration" type to meet your requirements, set a default value to something like not_classified
2. Create smartgroups on the patch catalogues for all patches for each classification
3. Change your patch analysis jobs to be of type "Include" that only has the smartgroups you want e.g. Crit1 etc.
Further, is it possible to easily edit BDSA reporting criteria (for
patching) to include the new property.
Basically we would like to drive everything related to patch management
based on our own assessment.

The BDSSA patch reports are really reports on patch analysis jobs.
So you could create patch analysis jobs configured as include jobs for reporting that you run after your regular patching cycle has completed.
For example you could create analysis job1 which uses Crit1 patches only, analysis job2 which includes High1 etc. Then if you ran the patch summary report which reported on job1 you would have the summary reports against Crit1 patches for every server.
Okay, let me try it out.. Not sure if I understood it correctly though..
