    If-then Compliance Rule seems to get ignored

      I have a Compliance rule that runs an Extended Object (Local Configuration Object) that runs a Powershell script to ensure that all local Drives have at 20% free space on them. The Object and rule itself work as expected but when I restrict it to NOT run on Windows 2003 using an IF-THEN statement, it seems to still want to run on All machines and fails on my 2003 targets. I can't figure out why it ALWAYS runs, even with the IF-THEN constraint. I have other Rules that use IF-THEN and they seem to work as expected.
