Try to compare both values without TR prefix ('FieldName' = 'DB.FieldName').
I tried that too but no luck

Filter is executing on submit as well.
So it may not have db value.
- Transaction and Database — References the value of the field in the current transaction and uses that value if changed. If not changed in the current transaction, references the value of the field in the database. To specify a reference of both the transaction and the database (in this order), use the format ' field' when you enter the field name in the Run If field.
If your aim is really to check if the value is changed in UI - you need to check for TR.FieldName=$NULL$ - TR.FieldName will only contain changed value if it's changed in the current transaction (either manually by the user or via workflows) else it will always return $NULL$. Comparing with DB.FieldName is not good.
