What method are you using to stop/start services? What is your job timeout set to?
The Job is a deploy job that deploys a blpackage with the start/stop for the service in it. The timeout is the default from the install.
like... net service stop/start?
We've tried importing the service from the server and this command
SC \\??TARGET.NAME?? start OrboCAR
both have the same issue job fails before the service comes up all the way.
try adding 'wait' after sc command
sc \\host start service
'wait' is not recognized as an internal or external command
operable program or batch file.

how long do you expect the service should take to start or stop?
you might be able to get along using
sleep <time in seconds>
timeout is the windows command you want for a 'sleep'
