Notification, and what goes into it is always a bit tricky....but here I go
So...if you are sending the notification to a user account, the system determines if the user in question has access to the data in question, and doesn't provide it if they don't, but does if they do.
If however, 'to' of the notification is an email address, or anything other than a user account, the system has no way of validating 'permissions', so it prevents any information seepage by removing anything that's not public from the content.
So, from that, I must assume you are sending to an email, and not a user, or if sending to a user, that user doesn't have permission to the data, and shouldn't be receiving it anyway

I was facing the similar issue and found the knowledge article on this issue at Remedy - Server - On a Notify Action in a filter the Selected fields are not showing in the email and they have Public permissions
