Does the object already exist?
what is the blcli command being run? what version of bsa? are there any error logs ?
running the command (to create a package)
blcli_execute BlPackage createEmptyBlPackage "TEST-NDP40-KB2840628-x64.exe-MS13-052-en-.NET FRAMEWORK 4 (X64)-GOLD" "Test Package" 2092358
produces the failure message that a "Job" already exists
Command execution failed. com.bladelogic.om.infra.mfw.util.BlException: A job with the name 'TEST-NDP40-KB2840628-x64.exe-MS13-052-en-.NET FRAMEWORK 4 (X64)-GOLD' already exists in this group
Try a shorter name?
No – the problem is that the hidden blpackage builder job is not being flagged as deleted when the blpackage is deleted so there are a number of non-deleted builder jobs in the group (but hidden) and the script is trying to create a new blpackage (and therefore job) w/ the name of a blpackage/job where the blpackage is soft-deleted.

Thanks for your help with this.
Through the support ticket and Bill Robinson I now know then when you create a BLPackage it creates a hidden "Builder Job" in the Depot folder. These are normally deleted when the BLPackage is removed
This is useful information if anyone else gets a similar problem.
