It would be helpful if the decommisionServer command had a switch like the addServer command allowing you skip contacting the agent. I don't see that in the latest documentation though.
Which version of BSA? I'm asking because in pre 8.2 BSA you could unlicense the server during a decom. It's not required anymore and the blcli command no longer supports it, but it could have been that if you were using it.
That said, I wonder if the Cleanup SkipDependantAccessChecksOnServerDecomm setting could have to do with it...
The version is 8.3 SP2.
your last comment is interesting, however i was told by BMC support that the dependent components search is very important and was actually added in 8.3 ....
how many components were associated w/ the server ? those dependencies need to be resolved for the decomission to happen. you could also run some db reports to see if there are some poorly performing queries when this is happening.
Around 50 components.
I counted it by grepping "marked 0 Psis as deleted" from the console.log while decomm a server

No, not yet, I am still working with BMC support and looks like this is a bug that introduce in version 8.3 which is causing the decommission process to be longer then it was.
Support did deliver a SQL fix to create more indexes and views but this decrease the process from 15 minutes to 7 minutes...
will report back once this issue will be fixed.
Does your database cleanup run successfully?
I recently had a customer decommission improve from ~20 minutes to ~20 seconds by
a) remediating a database cleanup error
b) completing the database cleanup
c) applying some database modifications:
Create Missing Foreign Key Indexes
Add indexes for performance improvement
Alter constraints for constraint violation issues
