I suggest opening a support ticket to see about getting the content.
my understanding is that BSA 8.5 was made available under the SMA program and that customers that were licensed for BSA had access to 8.5, where as customers that are licensed for the bladelogic suite will not have access until the DCA 8.5 GA date which i believe is in early may.

We've run into the same thing. The issue appears to of occurred with the EPD site upgrade this weekend. The old site allowed access, the new site doesn't.
We opened a ticket too, hopefully they can sort things out.

This is the current workaround with the new configuration on EPD:
- Login to EPD
- Once connected, your default view is the Component View. Click on the "Go To Licensed Products View" as shown below
3. This will revert the EPD view back to the original
Download should now be available in this view. Let me know if this does not work for you.
Was able to get the access I required by raising a support ticket.
Even, when going to the "Licensed Products View", it still did not have access to download 8.5 content.
