The fact is that the flow is very simple - a screen flow only to display an image in static resources. It doesn´t access any object with purposes of getting or updating records. So, my suspect is that something is missing in the ServiceDesk Profile that do not allow the execution of this flow or access the static resource for some reason. I will raise a case for this....
Try assigning Servicedesk client permission set to staff as well. See if that works

In fact, neither ServiceDesk Client nor ServiceDesk Staff profiles can see the image. Only ServiceDesk System Administrators.....
is the "Run flows" permission (in System permissions section) enabled for your profiles?
