Could be please let us know whether you are looking for matching incidents or the owner of the matching incidents which were resolved by them in past?
If I am not wrong you are looking for the suggestions related to the Staff or Queue who resolved the similar incidents belonging to the Service selected.
If yes then as of now we do not have such facility to provide the Staff suggestions based on the Service selected in the created incident.
However you can go through the following documentation which is related to the configuring Suggested owners are the experts for certain type of incidents or service requests. You can configure suggested owners based on one or more conditions (can add the condition for Service and try to achieve the use case)
And if you are looking for matching Incidents then Smart Suggestions will provide you the suggestions for matching incidents as suggested by Supriya. The Smart Suggestions provides suggestions based on the matching Category and Description and not on the basis of Services in Remedyforce Console.
Also the Agent Tools > Incident Matching provides the matching incidents suggestions based on Account and Category.
On the other hand in Remedyforce Self Service 3.0 side, the Smart suggestions provides results based on the matching Category, Description and Service.

At the moment, suggesting Groups based on previous tickets isn't supported. The way we recommend designing the groups is based on Service itself.
So when a ticket is created for a particular Service, you can have a process builder flow or a workflow action to automatically land to a particular group.
If the group isnt known while setting up the system, then other option is to have reports on historical data on Service & Queue to suggest the most appropriate resolution capability and affinity for a issue type.
You can then translate these to work flow actions or use auto assignment based on the known criteria.
