Does it happen when you try to get value (in Arabic) from external source to remedy form ?

Also on Remedy Server information page go to Configuration tab and see what it display's for server language, it has to be (en,UTF-8) or similar as UTF-8 encoding is desired for Arabic language support.

But in Server information, it is "en;UTF-8",
Also the issue is been faced when third party is consuming Remedy webservice and not when we are fetching their data.
What version of AR you are using also please let me know DB-Platform combination.
As you mentioned customer is fetching Remedy data by consuming Remedy web-service on some third party tool.
So the client, what is fetching data from remedy should be equipped to handle display/rendering of the fetched data especially in case of UTF-8 characters.
You can consume same webservice on SOAP UI Client (Ver 5.3 or later) to ensure issue is from Remedy or from the client side.
If you receive all remedy form data as present on the form thru SOAP UI than, clearly customer need to equip client application for UTF-8 support.
I'm confused...in the opening post you said you were consuming external service, and then just now you said that they were consuming you....so which is it? Is this Remedy consuming a SOAP service, or an external service consuming YOUR service? You mention the web service log, which sounds like it's SOAP through your Mid-Tier server with them consuming your data....but I want to make sure of the direction....and as Abhishek says, if it's you publishing, then use something like SOAP UI to consume it and ensure they come out properly.
