When the Criteria is empty, that means ALL rows will be returned and that is by design. A lot of the Out of the Box queries are empty so permissions can be applied to allow ALL objects to be viewed, written, or assigned.
Not a good idea to ever modify an OOTB query. I am sorry you had to learn the hard way but glad you posted so others may not make the same boo-boo!

Usualy, I do my queries, OpRules then I assigne it, to devices group
always in that way
But this time with rush and pressure, I did not made the usual check ... and ... oups
This 'case' make me feel that I really think that would be nice if the queries are set to inactive by default when the are created or does not contain any criterias
