Integration service is the default out-of-box one that is running directly on my TSIM server - agent is being installed on a separate machine (a dedicated vCenter server)
You are right, I had mistakenly entered the integration services port # as the same port being used for the Patrol agent.
I fixed this in the repository, re-downloaded the corrected package, uninstalled old agent and reinstalled new package. However I still don't have the device in my presentation server.
I think there is more than one problem area - here are some areas I believe may contain a potential configuration error:
1. In infrastructure policies, I took another look at the test policy i created for importing back the vSphere data.
While I realize this agent selection policy is not ideal, I wanted to enter something that would work 100%. Configuration as follows:

Is there something incorrect about this?
Next is the monitoring solution configuration, I realized the JAVA home path is for some reason default to linux-based path. Am I correct to assume I must change this to the JAVA path in windows? (C:\Program Files\BMC Software\Patrol3\jre or C:\Program Files\BMC Software\Patrol3\jre64)?
2. When I check environment variables on target machine, JAVA is not added to PATH. Should it be?

4. Went to services.msc and noticed patrol agent is stopped. Tried to start it but got immediate failure:
"windows could not start the BMC patrol agent service on local computer error 1067", this led me to look into error logs.
5. Windows event log shows following info:

Event ID 4018: Cannot read the performance database counter names, reason The system cannot find the file specified.
6. I opened command prompt (cmd.exe) and ran "patrolagent" and following info was returned:

7. Lastly, I went through the Patrol logs inside %BMC HOME%/Patrol 3/log and it seems they all lead to a fatal exit at point of obtaining performance counters.
