Monitoring Studio can be used to check the status of a process or a service and then launch a recovery action command to start the failed service or process.

If patrol agent itself goes down .Will monitoring studio able to recover the same ?

Yes you can, if that PATROL Agent is being monitored remotely. That's the power of Monitoring Studio!
As an idea, you can instal putty utility
After that you can try to start the PATROL Agent (on unix) using command
echo y | plink username@host -pw password "/opt/bmc/Patrol3/scripts.d/S50PatrolAgent.sh start 3181"
