We always recommend that where possible you don't use the system user, because that is bad for auditability. It is better to create named users and give them admin permissions.
If you want to log in as a local user without going through RSSO, you can use https://discovery.address/ui/LocalLogin . See Logging in to the system - BMC Discovery 11.3 - BMC Documentation

And thank you so so much for your help about the local login. It is exactly what I need it.
With the HTTP header authentication SSO, if you have a valid header, you are logged in; if you don't have a valid header, you are sent to the normal login page.
HTTP header authentication is really not at all secure. It would be much better to use a more secure scheme if you can.
