Do you have anything running under Process Builder? These will not show under workflow rules.

Please go to SETUP - MONITOR - Time based Workflow. Here click search. Now you will see all active records that are triggered. If needed you can delete some of them here.

We also have old process builders for this, but all of the versions are deactivated.
I have tried this but it says 'no records to display'.
probably a weird question; have you check this and de-activated the rule in the sandboxes and in production?
Yes they are deactivated in both Sandox and production
In the search criteria, please put Object equals Incident and search to see what Time Based workflows are queued up. You will see everything that is pending based on the criteria.
If there are any workflows pending, you can sort based on the rule name and then delete all pending actions.

Very strange. Please ask/contact support. They can check together with you!
On the other hand, when the list of Tme Dependend workflow action (running) is empty, I assume you received the last email, and no other mails are yet triggered to be send,
Agree with Paul that it is strange that there is nothing there. Also agree that if there is nothing there, in theory you should no longer receive emails based on the workflow that was deactivated.
If you continue to receive them, reach out to support and they can assist.
It's true that it's strange, it's better to contact the support to help you.
