ITSM Foundation tool

Help Please. Does anyone know what the name of the tool is called that helps apply licenses by role? I thought it was called ITSM foundation tool but, I'm not sure. If anyone knows of it can you tell me where I can get it? I remember using back in version 7.x.

It is a stand-alone product and works without ARS. The content is no longer 100% correct for v9.1+.
But as a rough orientation it can still be used
