how do you connect to the API? Do you using the api-cli or curl or something else?
Does the command "emweb_status" on the EM-Server Report both Connectors are up?
Some Screenshots could be helpful.
sorry, this error message I don't know.
What I would check in this case.
Can you create the Report from the GUI?
If you execute the command above, is the Report created in the Folder ctm_em/etc/emweb/reporting/ ?
Are you able to execute other command successful through the API? (like ctm run events::get -s "ctm=<DATACENTER-NAME>,&name=*,&date=*")
Check with Report facility in debug mode:
1. CCM -> right click on web server -> web server debug levels -> change reporting facility to "Debug"
2. Recycle the RF server with command: <em_home>/ctm_em/bin/rfrestsrv stop (the web server will start the RF automatically)
3. Generate the report
4. Stop the debug on reporting facility (CCM -> right click on web server -> web server debug levels -> change reporting facility to "Error")
5. Check the log file ctm_em/log/rf_web.log
Yes, I can create and see the reports with the Control-M client GUI.
I cannot use the command line cli to generate reports, actually I cannot do anymore anything in cli.
After I did the 5 points, in the logs I found this see attch.
I have the same message when I execute ctm session login

you may check the log files in this folder as well: ctm_em/etc/emweb/tomcat/logs
You can search for the word "emrestsrv"

sounds like something is blocking a Port the reporting facility try to use.
Possible you have some Zombie-Process left after the update or an other program using the Port.
Her you can see how to check what is using the Port: networking - How can you find out which process is listening on a port on Windows? - Stack Overflow
By any chance have you try to reboot the server? (I know this is the worst IT questions ever)
The server was restarted after the upgrade.
The program that use port 48091 is javaw.e
