Overall, I wonder if those users with company restrictions really should have Remedy administration rights. Why do you think they need to have it?

If you want them to be able to modify code, but not look at data, there was a permission named 'Struct Admin' that allows them to modify the structure of the system without the ability to see the data in the system....add that and remove Remedy administrator and you should be good...then, you would add only the permissions to the companies they need data access to...
