How to make the System Status Flow Offline in:
Administration Console->Application Administration Console->Custom Configuration->Change Management->Advanced Options->Process Flow Configuration->Form Name* = CHG:Infrastructure Change, Process Flow Name* = Standard Process

You cannot make standard process flow offline. If you creat custom one then those can be set offline.
What is the business requirement to set it offline?

Why you want to offline standard process. any specific reason?
After CRQ was cancelled, I'd like to keep this status. But, after a while a status of cancelled CRQ come back to Draft one.

Even if you create custom process flow it will have default transition from Cancelled to Draft.
How disabling the standard process flow will resolve your issue?
If change is cancelled it should stay in cancel until we manually(or through workflows) move it to Next stage(Draft). If you can replicate the situation then looking at logs may gives you idea how its getting changed to draft.
If your requirement is to restrict users to moving cancelled changes manually to draft then you can look at SYS:Status transition rules form and for change management status transition from Cancelled to Draft and enabled the record.

I agree with Sharvan with the solution to make status transition rule as not valid transaction from cancelled to Draft. This will prevent the transaction.

Custom process flow will not help in this case.
You need to modify record in SYS:Status transition rules .
