On one project, I have developed a small utility in C that can be configured as a pager in ITSM 7. It works fine.
You can do the same kind of developement accordinf*g to the API's of your SMS gateway provider.

We had written a Jscript file in ARS version 5 .we are calling that Jscript file through Runprocess command and it's working fine.we want to implement the same thing in version 7.
Is there any other way to do this functionality or is there any feature available in Version 7 ?

There is no SMS feature OOTB in ITSM 7. In my mind, the better way is to use the pager functionality with your own program.
If you have a working solution I thing that's not too difficult to adapt it to ITSM 7.
Due to project policy, I am not allow to send you the file.
Why not go the extra mile?
We added SMS (and SMS and Email) as a notification method throughout our bespoke applications.
We send the SMS via a web service from filters and escalations. Because of the volume of SMS's, we have a server on site that runs a couple of GSM modems and Orion server software. Orion then publish the web service we consume. If you don't plan high volumes of SMS, I'm sure there are SMS gateways that publish web services than can be easily consumed.
Some SMS service providers come with a simple http get interface.
I integrated it very simply with a simple bash script in a non ARS project.
there are a number of SMS providers that allow you to send an SMS via email where you provide them the number to receive the SMS in the message.
You can then use the Notification filter to send out the SMS to the provider like a normal email notification and the user receives an SMS. Subject and text is converted into the SMS and sent to the phone by the provider.
You usually pay based on the number of emails/sms sent i.e. pay a flat rate/1000 messages etc.
I have used this solution very successfully for exactly the situation you have mentioned, our contractor received an SMS for different priority of jobs when opened and resolved.

This is will help us to integrate with BMC Remedy for sending SMS etc....
But to run this in web we need to install Cold fusion.
And configuration also little bit complicated.
But I'm searching for AlarmPoint Trial version.

AlarmPoint has not needed Cold Fusion for quite some time now. The current version 3.2.1 is much easier to install and the integration with ITSM7 offers a lot of out of the box fuctionality. You can also get info directly from the AlarmPoint website.
