Staff id should be updated which is FK_Opened_by not "Client ID".
Only staff id will change. This is normal as you have staff and queue fields. Staff will be FK open by and Queue would be owner id.
Can you enable "audit Field history tracking" for Client id and staff field?
Do you have any workflows? Doe it go to same client id?
It's a known error/bug;
Probably you have created a custom field set for the client details. If that's the case, please add back the standard one and it should be ok. Otherwise contact support.

Nevertheless, we have not created any custom field set for the client detail but for Incident Detail, Status and Priority and Dates Time in Incident form.
This error occurs only with Chrome (including Incognito mode).
