which version have you install and which OS? This is most like path issue. Is the user tool path in environment variable call path?

If you are installing on windows 8 or 2012. You need to enable compatibility mode on the JVM installer. You should not download DLLs off the internet knowing that the problem is with the install not the DLL itself. I know that there is good intent on sharing the DLLs but, it adds risk to your system.
This is system dll file missing error in win 7. you can fix this error by download MSVCP.dll file and copy it in to sys64 folder. Refer for info:-- Fix Windows 7 Msvcp71.dll And Msvcr71.dll Missing Error
Please let me know which version and patch of Remedy you are trying to install and OS name also.
If you are using Win-7 then please try the following it will surely help you :-
1.Open "cmd" window
2. Run chkdsk command
3. after successfully run type chkdsk c:/r and run the same
4. After that it will ask you to check the disk on next restart then Press Y
and let your system restart once and keep checking the disk after that you can install your tool successfully.

It happens in most of the cases where client is not installed with compatibility settings. workaround is either copy MSVCR71.dll file from working machine to your machine or completely uninstall usertool and install it again in compatibility mode.

Uninstall the tool first and then kindly refer my above post and then reinstall the same it will help you as i have also gone through with the same error recently and this works as suggested you please try the same and respond back :)
Could you clarify which discussion help you on re-install? Thus the originator can follow that post to resolve.
You can get the latest msvcr71.dll file from Internet. Usually this is
system file which is used by many other applications apart from Remedy.
Most of time it happens that this file gets corrupted due to any Antivirus
software. Download it and place in 2 places.
1. In syswow64 location under Windows directory.
2. Arsystemjvminstall in Remedy
Reboot the user tool.

As i suggested to check the disk and repair the same by running those commands over cmd after trying that we can successfully install the remedy client tool over the same machine as 2 times i also got the same error so i run those commands and overcome with the same problem
