Yes it is possible to perform Blackout on parameter if you use
the dynamic policy. You could use a file like Blackout.cfg using %mc_parameter% slot in order to perform blackout on specific parameters.
You have samples already provided with BEM. Of course you have to enable these policies in order to use it.

It works a little different than PEM but it is possible.
(You have to define your timeframes first.)
