By default you cannot!
Only way to get around this is to create a new formula field like below and set you time based workflow to fire on this date!
(Original date field) - ((1/24.0)/4)
summary; date - 1 hour / 4 = 15 min
or use below;
15 minutes as a decimal of days is around 0.0104 (rounded off).
Multiplying by 1440 turns the result into minutes. (1 X 24 X 60)
1 day = 24 hours
24 hours = 1440 minutes
1440 X 0.0104 = 14.97 which is correct so rounding this produces 15 minutes.
Be aware that Salesforce time based rules can have delay so 10 min earlier or later...
I have tried this solution. However, how would we deal with different criteria like: Notifications before 30, 15, 10 minutes.
Would that be the case that we have to add multiple formula fields for each criteria?
Yes that would result in multiple formula's and multiple rules!
