I did the similar customization for 7.6.03 version for incident work log. It was well time before so need to find the doc to help you on this.

Create a new filter on HPD:WorkLog form on submit action.
Run if qual: 'View Access' = "Public" AND 'Submitter' != $USER$
This is simple way but we are not using ITSM notification engine here.
To customize the notification engine would take more time and efforts than above small customization.

Sidhdesh, I made smth which works now a bit, but let me know if this is a good settings or it can be better tuned in different way. I've made 2 filters and 1 temporary field on HPD:Help Desk form.
Here is the 1st filter on HPD:IncidentInterface
it checks for new work log entry and then sets a flag "Yes"for the field on Help Desk form.
Then 2nd filter based on this field runs the notification on the Help Desk form.
One issue, which doesnt work in this case is, that when someone sends an email to RBE engine. Like RE: REQxxxxxx or RE: INCxxxxxx . In both cases, emails are stored in the WorkLog, they are visible and have view access public, but didn't push the notification filter.
