This utility can be used for all versions. As this has a version field included in the UI.
Also note that, the utility provided int his document is particularly for the scenario, where a CR is stuck in an approval-phase without any pending approver. If the CR is stuck in Normal stage-condition, this is not the utility to be used.
Mike Miller As the CR is stuck in approval phase for you, so this si the right utility for your case.
Although this utility is useful for few, in our case users with Change Master already can push Changes forward after all approvals are done by changing Status to Scheduled so we already can accomplish this.
I would say this is work around rather than an fix for the actual root cause, if BMC can get us actual fix for this root cause that would be helpful so users can avoid this manual approach for pushing changes forward and that would save lot of time for business.

In my knowledge most of the issues leading to this unwanted scenario have been resolved against defect SW00425727.
