Have you flushed the cache on your Mid-Tier server?
The user tool, upon opening a form connects to the server and asks if there have been any changes to the system since they last used it, and download if there have been, thus they get the update.
The Mid-Tier by default has a polling period built into it that may not have elapsed for you yet...if you need the change 'now', then flushing the cache is your only option, although I'm not sure if this is prod or dev/test, but the flushing can and will cause a performance hit on your Mid-Tier server...so consider yourself forewarned.

This thing is happeing is production..in dev it is working fine..there the option is visible..although the settings are same for both the environment..nothing have been modified by any chance..

go to your mid-tier server (replacing where appropriate)
Log in using the appropriate password for your environment, click on cache link on the left and then the 'Flush Cache' button...as I said, this will be impacting, so should not likely be done in the middle of a business day, but it will cause the Mid-Tier to re-cache all of the server definitions.
I will check that out in out of business hours and let you know the output..
