are you looking for DD/MM/YYYY format??
Short goes with 1/17/2013 2:00:49 AM only not as 01/17/2013 2:00:49 AM or not as (MM/DD/YYYY) format...short simply means M/D/YYYY
so for you i think you gotta go with custom only 'dd/MM/yyyy' format ....
I know that there is no option for English (United States) to choose DD/MM/YYYY format, however I can customize it to d/M/yyyy as seen in the screenshot.
Is it because d/M/yyyy was not part of initial option for English (United States), so that ARSystem doesn't recognize it?
I'm trying to avoid this custom configuration from user preference form, as we have to go to change it for every single user.

I think you are right!. The "Short" option here seems not referring to Short time format in Control Panel.
I guess I understood it wrongly.
Custom Date/Time format is the solution for now.
