Freezed? Or they are created but don't create incident / change / workorder?
Re-starting the plug-in server issue should be resolved.
If it is Windows OS just open the Task Manager and kill the ARPlugin process under Process tab then it should be automatically restared and then check the issue again.
Exactly they are freezed, not at all moving ahead-- that the status remains only in Submitted.. No incident change or workorder request is created

Did you try to see if there were some errors?
Go into request entry, double click on the request that is stucked, then click on "process view" then click on the AOT and check if there is a button "event error " (or something), if there is an error, the button will be accessible:
You need to have all permissions to see this button (if it exists).
The problem is solved..
I restarted the primary server and added the primary server back to the server group.

Re-starting remedy service in the sense automatically the Plug-In server has to be re-started.
For SRM getting stucked or for rejected status while creating Request entry through SRM we need to re-start the Plugin server.
Any how good job

But this is how my problem got resolved-- May be i may create a knowledge article of this is issue and let you know the exact details of all the changes that were made to the system when the issue was reported
