They think that if how they can trust controlm even if start time delay.

There are different ways the performance of Control-M Server can be improved to fix this issue. Increasing the number of CS processes, analying logs to see if there is any other issue causing the delay, review job schedule for settings that cause high load on server.
You can write to BMC and ask for a solution ascertain the existing performane of CS and if problem exists ask for a solution.
